From site hoarding to handover: the stages of an apartment tower build

If you have bought off the plan, you will spend the next two or three years receiving occasional construction updates written in a vocabulary nobody explained to you. This note sets out what actually happens on a residential tower site, in order, with indicative durations — so that “we have topped out” or “facade is following the structure by ten levels” tells you something real about your settlement date.

Everything here describes a conventional reinforced-concrete residential tower, which is what most of the tower rush produced in Australia. Durations are indicative ranges drawn from typical programmes, not promises about any particular project.

1. Site establishment and demolition

Hoarding goes up, site sheds and a crane base go in, existing structures come down, and services to the site are located and disconnected or diverted. Unremarkable unless the site has contamination or heritage fabric, either of which can add months before anything else can start.

2. Piling and retention

Before a hole can be dug next to neighbouring buildings, the sides of that hole have to be held up and the tower's loads have to be transferred to competent ground. This is the stage that generates the most complaints from neighbours and the least visible progress. It is also the first place where the ground can disagree with the geotechnical report.

3. Bulk excavation and basement

Spoil comes out, then the basement is built from the bottom up: raft or footings, then successive basement slabs. Car parking, plant rooms, storage cages and the base of the lift shafts all live down here.

Slippage point one. Everything below ground carries more risk than everything above it. Unexpected rock, groundwater, contaminated fill, an unrecorded service, a neighbour's footing in the wrong place — any of these can add weeks or months, and none of them are visible in a monthly progress photograph. If a project is going to lose serious time, it very often loses it here.

4. Core and superstructure — the slab cycle

This is the stage everyone recognises: a floor appears, then another. The lift and stair core is usually pushed ahead of the floor plates, and then the plates follow on a repeating cycle — form, reinforce, pour, cure, strip, jump. A well-run site on a straightforward floor plate will hold a five to eight day cycle per level.

That number is the most useful single figure a buyer can extract from a construction update, because it is arithmetic: a thirty-level tower at a seven-day cycle is about seven months of structure from ground level, plus the core start and the podium levels, which are slower because they are rarely repetitive.

Topping out means the highest structural slab has been poured. It is a genuine milestone and it is often misread as “nearly finished”. It is not. On a typical tower, a great deal of programme remains after topping out.

5. Facade

The external envelope — curtain wall, window-wall, precast panels, or a mix — is installed level by level, following the structure at a fixed distance so that the two trades do not collide. Once a floor is enclosed and weathertight, internal work on that floor can begin in earnest.

Facade choice matters to you long after construction: it drives thermal and acoustic performance, how the building is cleaned and maintained, and the cost of any future remediation. It is worth knowing what your building is wrapped in.

6. Services rough-in and fitout

Behind the facade, floors are progressively fitted out: hydraulic and electrical rough-in, mechanical ductwork, fire services, wall linings, waterproofing to wet areas and balconies, screeds, tiling, joinery, appliances, then final finishes. A tower is effectively a stack of near-identical small projects, and the site runs them as a rolling production line.

Waterproofing sits in this stage and deserves its own mention, because it is the single most common source of serious defects in Australian apartments. It happens early, gets covered by everything else, and only reveals itself later.

7. Commissioning and certification

Every system in the building has to be tested, balanced and certified: fire detection and suppression, smoke control, mechanical ventilation, lifts, hydraulics, electrical, security, essential safety measures. Then the certifying authority has to be satisfied that the building complies before it can be occupied.

Slippage point two. Commissioning is invisible, sequential and unforgiving. A building that looks completely finished from the street can sit for months waiting on defect rectification, a re-test, a certificate or a piece of documentation. Buyers watching a finished-looking building and wondering why settlement has not been called are almost always watching stage seven.

8. Handover and the defects liability period

Occupancy documentation issues, settlements are called, keys are handed over, and the building enters its defects liability period — a contractual window during which the builder returns to rectify defects. This is separate from, and usually shorter than, the statutory warranty periods that apply in each state.

Two practical consequences. First, your pre-settlement inspection matters enormously; items recorded then are far easier to have fixed than items raised a year later. Second, the owners corporation — which now exists and of which you are a member — is the body that pursues defects in common property. Individual owners pursue defects inside their own lot. Knowing which is which saves a great deal of wasted correspondence.

How to read a construction update

Developer updates are written to reassure. Three habits make them informative instead:

  • Track the cycle, not the adjectives. “Level 18 slab poured” in March and “Level 22 slab poured” in April tells you the cycle is running at about seven days. That is worth more than any paragraph of prose.
  • Watch for a stage that stops being mentioned. Updates tend to describe whatever is going well. A stage that quietly disappears from the newsletter is usually the one to ask about.
  • Compare against the contract, not against the marketing. The date that matters legally is whatever your contract says about completion and the sunset date, not the date on the original brochure.
